Utah passes NFA "must certify" bill; AZ House passes same

News of the first here. The bills would required chief law enforcement officers to sign the required certification within a deadline (15 days in the Utah bill).
This may or may not be a big deal. We will wait for the ATF to act upon its NPRM this summer.
ATF is concerned that individuals are creating trusts and other business entities to avoid the CLEO certification and thus also bypassing the FBI fingerprint background check and photo. If ATF is so concerned about trusts, it should just remove the none statutory CLEO sign-off and most individuals would be happy to submit fingerprints and a photo.
