Probably the same authority that lets 'em say you need an FFL to screw scope bases into predrilled holes in a receiver.
I remember last year there being an article about 80% lowers that was generating a lot of comment, can't find it now. One of the things was a couple of guys that offered lower parties. You bought the 80% lowers from somebody and they would come to your hone/location with a truck that had a cnc machine in it all programmed to do the work to finish ar-15 and ar-10 and other similar lowers. They showed you how to position the piece and which button to press and then let the people go at it.
This way the people "did" the work themselves.
I figured this would attract attention and I guess in Ares case it finally did. Is the service illegal? Going to be like Clinton/Monica arguing over what a word means.
Me I would not keep stock and files in my locations and would have everything encrypted to several levels.
I wonder what statutory authority the BATFE has for their claim that an FFL is required for a business that rents the use of their equipment for completing an unfinished receiver?
