While it hasn't been the program with presidents, EO are only valid when the EO is implementing an existing statute law. Just because the other guy did it and you like it doesn't make it correct. Go read the document and find the power to issue EOs. The president is NOT the CoC of the Union and is not empowered to issue orders outside of properly passed laws regardless of the BS put forth by Congress or the judiciary.
