That I believe is the core of what they want - why bother having a gun if I can't use it. A major reason for taxing ammo, if they make it too expensive to shoot people might just give them up.
Constitutional orphan indeed, and even at best it only covers the "keep" and not the "bear". It is not much use to have a gun, if (as in NYC), it is all but impossible to take it anywhere.
