What is a well-regulated militia?
The title of a Reason Online article by Brian Doherty.
Of course, if a state were to create a well regulated militia, by 1789 standards (a day of training once or twice year) and order its members to become equipped to sufficient standards (M-4s, SAWs, a reasonable amount of artillery, all without federal regulation, of course) the Heller and McDonald dissenters would doubtless find some reason why that was not allowed, either. Their purpose is to negate the Second Amendment, not in honesty, to interpret it.

I still argue that folks read the "free State" words too narrowly. IMO, "free State" applies to a state of being free, freedom. It is not just a statement about a body-politic but a statement about the Life, Liberty, and Pursuit of Happiness concepts of the Declaration.
Actually the Constitution says Congress shall provide for arming the Militia. The govt spends, arms us, and we keep and practice with those weapons. Think about it.
