Congress takes down Social Security reporting to NICS

The Department of Justice regulation the Social Security Administration said it was relying on for changing its own NICS reporting rules needs to go too (the regulation defining what a "mental defective" means, if I recall correctly).

And wasn't there also a new DOJ proposed regulation that would have included outpatient psychiatric care in the definition of committed to a mental institution for the purpose of the prohibition? Did that get approved at the end of the Obama Administration as well?
