Let's see, Article I Section 8 states explicitly that Congress has EXCLUSIVE, not absolute, legislative power in DC. There are no grants of power allowing Congress to set up a government and delegate this legislative authority to that body. ONLY Congress has the authority to pass laws for DC. Everything passed by the council is not law and not binding but the vast majority of idiots out there can't read and can't comprehend the simple language of the Constitution. It's no wonder the Union is so fouled up, too much idiocy.
