There was a reason why conservatives in the DC area, when leaving for another part of the nation, would refer to it as "going to America."

Then there was the time when then-Senator Manny Lujan (R-N.M.) sent a letter to a constituent in New Mexico and had it returned by the DC Post Office, for having insufficient postage to go to a foreign country.

Last year my parents were vacationing in Puerto Rico. I had a phone number for them in PR so,I called my long distance carrier to make sure that PR was included in my "free" minutes. When I asked the customer service rep if PR was included she responded. "Why of course,PR is a STATE."

I rather like Robert Heinleins system of qualification for voting: The potential voter pays up front with an ounce of gold. goes into the voting booth and a computer offers a one-question test of knowledge and ability (say, solving a mathematical problem). Answer the question correctly and you get to vote, and your ounce of gold back.

Smart 10 year olds voting? No problem. Stupid 40 year olds not voting? No problem.

Oh, and if you answer incorrectly? Either of two choices - horns and lights going off, humiliating the failure (to encourage you to get smarter or not bother again) or ..... the curtains open on the voting booth, and a slightly greasy cloud dissipates.
