These guys claim that DHS has rated them the No. 1 training establishment in the world. I don't know if that is false, or if DHS has insane rating methods.

Good God! Check out what's going on at 1:14!!!
Looks like all of these tactics are designed to deal with situations where DHS is heavily outnumbered. A few DHS agents surrounded by 40 unarmed people, for example, maybe in possession of tar and feathers.
DHS recommending anything is at best damning with faint praise.....
