Texas town arrests, seizes rifles of open carriers
Story here. Open carry of a long arm is legal there, so the basis for the arrests isn't clear. Equally troubling, after someone posted a physical threat to open carriers, the PD refused even to let a report be filed.

Michael Keoughan and Joey Posey were both charged with Disorderly Conduct because the PD was not able to come up with an actual charge that could be backed up legally. See the arrest video and also voice recordings of Chief Bud Jones lying to the group on YouTube.
My husband and I are active members in “Come and Take It”-Midland/Odessa. (CATI)On Wednesday afternoon my husband former Army Sergeant Michael Keoughan was verifying the route for our open carry walk on the 25th. He was carrying his pre 1899 replica black powder pistol and his 12 gage shotgun, slung across his back with the muzzle facing down. We have had walks in Midland, as a group and Michael has walked in Odessa alone, with no issues. Two local admin’s for CATI as well as Michael sat down with police Chief Bud Jones, two weeks prior to the incident, in order to keep an open line of communication as it states in the CATI mission statement. We were made to file a permit for a parade/funeral procession despite the fact we would be remaining on the sidewalk. Chief Jones also let us know that if one person were to exercise their 2nd Amendment Right, in the town of Andrews, no arrests would be made, of which we have audio recordings of. The group understands that some citizens may be concerned about seeing someone exercising their 2nd Amendment Right, a part of our goal is to educate fellow Texans of their right to open carry. Chief Jones said if they received 911 calls they would have to send an officer to check things out and we completely understand that, but when the officer arrives and see’s that no law is broken and the person is only exercising there 2ndAmendment Right that should be the end of it, which was not the case on Wednesday. Michael was immediately met with hostility and told he was being detained for disorderly conduct because someone called 911 and was alarmed. Chief Jones was among 6-7 officers to respond and in an interview said “By displaying the firearm Michael caused undue alarm.” Michael was held for 7 hours in Andrews County jail on a $2500.00 bail, his guns were confiscated and has been given a court date in late February. My husband did nothing wrong that day and should never have been arrested. There have been threats of bodily harm made to any CATI group member(s) that open carries in Andrews by a resident, several members have tried to file a police report with Andrews PD and the officers have refused to help in anyway. We also have recordings for Deputy Duchane stating that if Michael were to have been shot and killed by a "concerned" citizen there isnt a judge/jury in Andrews that would convict the shooter for murder. This is not the first case of official oppression in Andrews. Joey Posey, a veteran of the 101st Airborne, was charged with the exact thing when he took a walk with his children on 30 November 2013 and is looking at felony charges. These men have both fought for our country and our freedoms and should not have been arrested for practicing there freedoms and rights that they would have given there life for to defend. We as Americans, Texans and Patriots ask you to not let this injustice go unpunished.

I wonder if the victims have the support of the county sheriff there(?) Would this be fodder for a federal civil rights lawsuit (is that section 1983?)?
