"Deterrence" is the key word from the video clip.
This kind of ending to a road rage incident is a lot less likely, I suspect, in places where there is a good chance the driver is armed. In those places (e.g., Scottsdale, Arizona) aggressively reaching through the driver side window gets you shot dead.
Here in New York, on the other hand, roving mobs administer beatings with impunity, confident in the knowledge that their victims (and concerned bystanders) will be unarmed and defensless. Thugs rule.
I cringe thinking that Mayor Bloomberg probably views this as a success story because no guns were involved in the incident.

Yeah. I ride in Patriot Guard Riders. Don't believe media know how many LEO's, Firemen, Masons and Vets have their own riding clubs and rendezvous with each other at various patriotic and charity events.
These are good folks, but under most circumstances not people you hassle. If you want to say these folks have attitudes...you could be right.
e.g. Patriot Guard Riders formed to counter Westboro Baptists at vet funerals.
