OK, I admit it, you had me going there for a bit.
It's 2 April here locally, so I was not expecting it.
Maryland can beat that. The Maryland Supreme Court just ruled that imprisonment is cruel and unusual punishment. The governor announced that the switch to fine-only, combined with aggressive collection policies, will close the state's budget gap.
When questioned, he said the increase in recidivism caused by seizing all of someone's property would boost revenues beyond initial projections. "You take a man's home, car, even his shoes, and he is going to commit crimes. You catch him with a new car and several wallets and purses full of cash later that same day, and you've found a novel revenue stream to tap."
