Hutchens hopefully on way out as Orange County Sheriff

While elected sheriffs are usually better than appointed ones, there's no guarantee her successor will be significantly better unless the voters demand it...and if there's a party hierarchy that determines who's on the ballot, the choices may be between bad and worse.
