Easy to fix, since the Treasury now collects all SOTs and taxes ...
Move the Bomb Unit to the FBI.
End 4473 and bound books, just use the Brady check. Shred and burn the records repository at Falling Water WV.
Fire every last remaining ATFE agent, and have the FBI deal with felons with guns, and the IRS deal with unpaid NFA tax.
Is there a way they can both lose?
It's not a REAL "turf war" until there's gunplay or at least a few knifings!
