Chart of "shall issue," "may issue" and "don't issue" states

Here it is.

[UPDATE: a reader notes that it classifies South Carolina as an unrestricted open carry state, which it isn't. S.C. Code Sec. 16-23-20 provides that it is illegal to carry a handgun about the person, and then lists a bunch of exceptions (such as hunters and fishermen while hunting and fishing), but it's apparently not the case that (as in my Arizona) you can just carry anything openly.

Technically Alabama is Shall Issue, but people rarely, if ever, are denied without being otherwise disqualified.

Delaware is also technically may issue, though if you live in Kent and Sussex county, if you meet the requirements you can generally get a permit. New Castle is a bit more restrictive, but I'm pretty sure if I moved there, met the requirements, I'd be issued one.

Delaware has reciprocity with some shall-issue states, like FL, which is one thing it has going for it.

my math may be faulty, but you have two red states (WI and IL), but the title reads "How citizens legally carry loaded handguns in 49 states" ?

The map shows all 50 states, but the caption reads "How citizens legally carry loaded handguns in 49 states."

What's up with that?

And under "Unconstitutional Firearm Tax Card", it says that there is a tax on the ownership of firearms in four states, and Cuba.

CUBA!?

When did Cuba become a state?

CUBA is a different country entirely, and not subject to the U.S. Constitution. How did that get in there?

I wonder how many other errors are in this map.

DC taxes ownership as well (on the very limited classes of long guns that are not prohibited) in the form of a $13.00 "registration fee" per gun, as well as a one time $35 fingerprint fee.

David, is this your domain? WHOIS doesn't have much detail, but it does mention Scottsdale, AZ, though that might just be the domain host. If it's not yours, should one of us send an email through to see if the owner wants to address the errors?

Ah - got the answer: WI is noted as allowing Open Carry "(but subject to local ordinances & harrassment)" even though it's red to note "don't issue" for CCW. Hence, in 49 states you can carry in some fashion or another. IL alone says, "no way, no how".

As for Cuba, of course it's not a state, and it's not on the map. The single mention of it is probably meant to be a tongue-in-cheek barb aimed at those 4 states that have the tax - comparing them to Cuba.

It's been twelve years since I've lived in Illinois. When I moved out of the state, open carry was legal, as long as you were carrying on property that you owned.

Has that changed since then?
