Cleveland suing Ohio over pre-emption

Cleveland is suing Ohio over the recent State pre-emption law.

Denver did that as well, and they got away with it because they are a "home-rule" city.
Well Georgia has pre-emption and we have counties and cities acting like pre-emption doesn't exist.
