Discussion of law forbidding confiscation in emergencies

Dave Kopel at the Volokh Conspiracy has an detailed discussion of the new law.
I'm not in the legal profession, I don't own a gun and I'm for voluntary abstinence from hunting hapless furry creatures.
That being said, I wonder if this sensible legislation covers only the next fiscal year, or does it have any sunset provisions? Should the laws be written to provide amnesty to those who resist such senseless localized, unconstitutional behavior (confiscation?)?
