John Lott's latest on CCW
At SSRN. He finds that, despite 24 states having gone to permit-less concealed carry, the number of CCW licenses continues to expand.(He doesn't count Alabama, since it will only go permit-less on January 1).
Outside of California and New York, 10% of the adult population now has a permit. Even 4.5% of Illinois has one.
(I haven't been blogging much due to workload, catching covid, and having a relapse. Fortunately it was the most modern strain, about like a cold, but it really did drain my energy).

…Thankyou Bill.
…Damn Dave, I too am a recovering Covid fella. Best to you. They say that viruses get weaker as they mature. Sure glad I didn’t get the 2020 strain, as the current kind just about did for me.
Here in the KC area people get permits even though both MO & KS both allow constitutional carry is that you need the permit to carry in the neighboring state.
David,
Some partial reasons for this disparity (issued CCWs vs permit-free
allowance) is the fact that permit-free "constitutional carry" is not that useful in view of the (revised) late 90s Federal Gun Free School Zone Act
(GFSZ).
Fed GFSZs have a variety of issues:
- poorly marked maps;
- a defunct school still considered to have a GFSZ around it;
- common misperception: it's from *edge*, not center of property,
and thus often irregularly shaped;
- some non-schools may be schools (what about a church with a K-3
day school?)
The ONLY exemption for unlocked/loaded firearm within 1000' [unless it's, say, on your own property adjoining] is to have a carry permit issues by that state/locale.
In particular,
- reciprocal use of another state's CCW is irrelevant and nonexemptive;
- 'constitutional carry' is also irrelevant and non exemptive.
- this is why people apply for nonresdient CCWs from states they're
traveling to instead of using reciprocity/permit free carry
If your only availble outlet is to use constitiutional carry because nonresident permits are not available, be very careful, research your routes, etc.
"But nobody's bustin' for that!" people say.
Yup. Unless and until you have a legit S.D. incident where your firearm is drawn or shot and a police report is filed/investigation etc. All of a sudden all the material you need to supply to get outta dutch with the locals - i.e, to justify, preferably with attorney's guidance - can easily become documentation for an Asst US Attorney "trying to solve gun violence".
