"My legislation says there can be no more than eight bullets in a round."

Perhaps it was a slip of the tongue and he meant to say "no more than eight bullets in a pound." That is, "a ten gauge is all you need for self-defense and sport, no eight gauges!"

I wonder if his handlers chose 8 rounds because they aren't even aware of existing regional legislation on the subject, or because they are aware of it, and want to invalidate all of those existing magazines.

I thought that he/him/it was talking about 12ga 12 Ball 00 Buck v Low Recoil 6 Ball Ammo. My mistake.

They got a 55 MPH Speed Limit by with holding Fed money. Maybe they could do the same to force prosecution of violent criminals. Or condition Fed money on the reduction of violent crime. Somethin'.

I think you have that backward. A 10 gauge would have 10 balls per pound, an 8 gauge would have only 8, so you would be restricted to 8 gauge or larger bore size. I believe Remington used to make an 8 gauge 870 for industrial use...

I have a friend who used to work in the steel industry, and he said that the big bore guns are used in the mills to blast slag (?) free from the sides of the giant crucibles. He said they bought the ammo by the pallet.
