I don’t really want to be playing a “devils advocate”, but I wonder if it’s possible that part of the hesitation was due to the general concern of law enforcement that if they act too forcefully or too hastily, then they will be fired/sued/convicted/incarcerated? In my view, the ONLY acceptable course of action in cases like these is to go find the perp and kill them immediately.
I don’t mean to defend these officers here, but it’s discouraging that LE is criticized by certain folks almost regardless of what they do (or don’t do).

I believe the hesitation relates more to "officer safety" is more important than safety for the rest of us. This is shown by the many laws and exceptions for police passed under that umbrella despite many instances of cops not doing the job, such as here. Cops get qualified immunity, we get ignorance is no excuse. Cops get civil asset forfeiture, we get thrown in jail for being thieves. Cops have no duty to protect, just ask the supreme court, yet that is supposedly the exact reason they exist. What the video above fails to show is the cops outside macing and cuffing the concerned parents for speaking harsh words in the general vicinity of the worthless cops; it's all about officer safety, don't you know. I am really struggling to find any sympathy for their self imposed plight . . . oh, there is is, sympathy is in the dictionary between shit and syphilis.
