She pretty much caves in, though with an unusual ending suggesting that they can still be strict and arbitrary on granting permits for open carry.
So the Supreme Court's "strict scrutiny" standard applies ONLY to issuance of concealed carry permits, and not to any other state action implicating the Second Amendment? I'm sure there's SOME District Court judge in HI who would buy this analysis, but I wonder if even the Ninth Circus is going to be crazy enough to go along.
