Court allows riot victims to sue Baltimore

Maryland has a riot statute that provides that, in event of a riot, a person injured may sue the city or county involved for damages unless the government can show that it had no notice that the riot would occur, or lacked the ability by reasonable means to prevent the damage.
The court noted the Baltimore mayor's statement that "we also gave those who wished to destroy space to do that as well."
