When talking about continuous travel, why did Clement not bring up NYC's blatant and disrespect for FOPA's safe travel provisions? Why would NYC respect state law when it doesn't respect federal law?

Indeed. Instead of concerns about stopping to visit Mom, we could discuss the airline traveler diverted to NYC by a snowstorm, with a handgun in checked baggage, who has to overnight in the vicinity of LaGuardia for tomorrow's flight. No premises license for that cat. No options for continuous and uninterrupted travel.

and IIRC, that exactly has happened and the traveler at least had to retain counsel.
