This would seem to be the modern electronic equivalent of Davis v. Mississippi, 394 U.S. 721 (1969) (police without individual probable cause fingerprinted a number of people, including the appellant, violating the Fourth Amendment). I don't think that the fact that the police in Davis were race-specific makes this case distinguishable.
