Speaking of John Lott...

Here is his post on the Garlic Festival mass killing. What he notes is that that California county has issued concealed carry permits to under 1/100 of 1% of its population. I'd add that in California, as I recall, you can't carry openly, either, without a concealed carry permit. Thus the entire county is essentially a gun-free zone.

I'd also add that was stopped the attack was good guys with guns, the on-the-scene security guards....

Can't carry openly -with- a CCW, either.

There exists loaded and exposed carry license, good only in the county of issue, and available only where the county population is less than 200K. PC 26150(b)(2).

Reporting on CCWs issued is pretty spotty, but so far as I am aware, none of that flavor of carry license is currently active.
