Concealed carry reciprocity makes it out of committee

The Concealed Carry Reciprocity Act of 2017 has been voted out of House Judiciary Committee! Now for the media storm against it....
I have argued that the full faith and credit clause ALREADY requires states to accept CCWs with no reservations. Some folks have attempted to prove me wrong by referencing how the full faith and credit clause was observed BEFORE the writing of the Constitution. However, if one reads the ancient laws they were written different than that of our Constitution. One of the early understandings of FFC was that it applied only to judicial decisions.
BUTTTT the clause in the Constitution DOES NOT have such a limitation and applies to ALL state actions especially licensing. States seldom if ever argue about driver's licenses or marriage licenses. For some reason these same states believe they have the authority to refuse to accept some CCWs. That is a blatant lie.
The full faith and credit clause is an absolute command (SHALL BE GIVEN) to accept the public acts, records AND judicial proceedings (note how judicial proceedings are separated OUT of the pubic records and acts by the grammar of the sentence). CCWs are both public acts AND records. There is no exception for states to not accept CCW from another state. There is no requirement that there be any "judicial" involvement. There is no requirement for Congress to do anything but if Congress does something it must be "general" and not specific, i.e. must apply equally to ALL public acts, records, and judicial proceedings. And the final clause about "the affect thereof" cannot be to make the public acts, records, and judicial proceeding ineffective as that would negate the first clause and is an improper interpretation of the latter clause since no clause can be legitimately interpreted to negate the inclusion of another clause in the Constitution.
BTW which clause of the federal Constitution grants Congress the power to pass such national CCW legislation? To even pass any legislation licensing anything, even FFL, etc?
