Restoring rights?

Interesting. But I wish the story explained how the person lost their firearm rights. I can only think of (1) it's some State disqualified or (2) while he was incapacitated following the stroke, they had a guardian created for his property, and that was treated as being found mentally defective.
"Zellers said that after researching Missouri statutes and petitioning the court to remove the disqualification, he was told by St. Louis County prosecutors that this was the first time a petition of this kind was entered into circuit court."
Fortunately for Doctor Kraft, he had sufficient wherewithal to pursue the issue successfully. Multiple doctor's opinions, and the attorney fees must have been expensive. Hopefully the next one will have an easier time with his precedent leading the way.
