DC gun registry operating at usual efficiency

Unless, as the saying goes, "that's not a bug, that's a feature!" The District is requiring submission of a second set of fingerprints, stating that it somehow lost the first set.

They didn't 'lose' anything. It's just a lie to cover the truth: They used to do ink on paper prints, now they're doing digital scans. Having citizens pay again is easier/cheaper than paying someone for scanning the old prints.

Same with the new computerized registration system: You have to pay to re-register. And you have to pay again every 3 years. All despite the fact that the OLD registration paperwork clearly has no expiration date.
