3rd Circuit rejects challenge to NJ "may issue" for all carrying

Opinion here.

The court holds that a requirement for a carry permit (for open carry, too) is a "long-standing" form of restriction, even while noting that it dates to 1966, and the standard for granting a permit dates to 1978. (slip opinion at 15).

Does this provide enough of a circuit split to interest the Supreme Court in an appeal?

The California and Hawai'i may-issue challenges are still pending in the 9th Circuit. I think those are the last "may-issue" regimes that haven't been ruled on.

Maybe the Supremes want to wait until every Circuit has spoken about the subject so they can't be accused of acting too soon?
