Chuck Michel has a blog post, "Institutionalized Ignorance: How California Encourages Gun Crimes". A very interesting read.
Update: "California to Shed 9,000 More Prisoners". That's nearly a third of the total. The judge's order was based on the fact that the prisoners were packed with twice as many prisoners as they were designed for, and had health problems so bad that one inmate a week was dying from neglect (I don't know how that was defined).
Dead inmates tend not to do the whole recidivism thing...
