Actually the above comment is not true. Common carriers are exempt under the law. Otherwise you couldnit even ship a gun in.
So a citizen is facing numerous possible felony convictions from a set of laws that are so complicated that even the police department expert can't keep them straight. Maybe bringing this particular case to the attention of appeals courts can get us a little more leeway. Maybe judges will see that not everybody is capable of getting the laws straight like a judge can. Even law enforcement officers specializing in that particular area of law can't get it straight, let alone the layman.
Critic: You are assuming that the LEO wants to get it right or at least their bosses. But that said yeah even though who are in charge of enforcing the laws don't know but that is not a bug but a feature.
Maybe we can get strict scrutiny review of these little regulations that would otherwise be rational basis issues, on the grounds that a minefield of little regulations adds up to a serious practical infringement of the fundamental right.
It smells more like a case of this is how we wish the laws were, and we'll misinform you in hopes you'll just give up and go away, and never buy bullets for your steenkin' gun...
Expert? That guy is an expert bully, trying to shame that "wicked ignorant" gunowner into going home and forgetting all about it.
If you've read all of Emily's stories as she's gone through the bureaucratic maze to purchase a handgun while living in D.C., there is one thing that is obvious and predictable: The entire purpose the Police Department is pursuing is to obstruct and intimidate people from purchasing a handgun.
Once you accept that truth, then of course they lied about "liberal" laws outside their jurisdiction. They were only trying to obstruct Emily from purchasing ammuntion and legally bringing it back into D.C. In their minds, this is the right and proper way to treat the People and they are entirely consistent about it.

True. But they won't. Why?:
In short, it isn't illegal to ship ammo to DC, but it IS illegal for the delivery person to carry it.
The catch is: the delivery person must have registered a gun of that caliber in DC, and be carrying their registration certificate and Operators License otherwise they are in possession of 'unregistered ammunition' and are subject to arrest.
But hey; what's a 'reasonable restriction' between friends, right?
