Gun "buy back" good for collectors

I've seen this elsewhere. CeaseFire Oregon holds a "gun buy back" (which of course is no buy "back"), so gun collectors line up outside to buy all the good ones. It's not hard to outbid CeaseFire, when it's offering a $50 gift certificate good only at one store.

Does ceasefire have the required permits to buy these guns?
That picture was sure weird - I though I was looking at the business end of a shotgun for a sec. But it was only a single-action revolver with the cylinder held on with tape - that one probably was a great sale for $50.
