Thoughts on "may issue" in California

The Liberal Elites of Santa Clara County, home to Stanford and Silicon Valley and with a population of 1,719,600, (in 2006 - I wonder how much less today with the foreclosure mess, people fleeing the state, and the Obamaconomy tanking) has issued only 180 permits - that's 0.01% and second only to San Francisco.
"May Issue" in CA serves as a form of patronage.
May issue states leaves the decision in the hands of the chief LEO of the jurisdiction that you live in. Some determine that "self-defense" is considered "good cause" for issuing a CCW to a person that does not have the disqualifying factors and others do not recognize Self-defense as good cause. This causes an equal protections issue that may be unconstitutional. If I live in a county that allows the Self-defense" cause to be used to issue. Then that CCW is good for the entire state. Including those jurisdictions that do not recognize self-defense as good cause. I have a CCW issued in a rural county that recognizes Self-defense as good cause. I can carry my weapon in San Francisco. Los Angeles, Marin or any of the other liberal counties that are highly restrictive on who gets a CCW and for what reason. Does that sound like equal protections for all California citizens?
