Surprise: Chicago rarely enforced it gun law

An interesting note toward the end of the article: Joyce Foundation gave the city $20,000 for its legal defense.
Note how glibly they toss off that they prosecute under the heavier hits from the State or Federal laws. Back up and rethink for a second. There is no Federal law prohibiting possession in Chicago, except for prohibited persons, that is felons, etc. The State does not issue FOID to those prohibited persons either. So the Demented Dwarf claims the gun ban has deterred thugs when the Fed and State haven't?
