Something similar but worse happened here in North Carolina in 1988; the Michael Hayes case. There was a Sherriff's Deputy standing there watching Hayes shoot into slow-moving or parked cars; this officer refused to take action because (he claimed) he was awaiting permission to act from the Sherriff (who was out of communication at the time). Five people died. Many even today are convinced that that death toll would've been much lower if that sherriff had done something useful instead of "waiting for orders".

Like I've said before, I won't bother calling 911 out here where I live, even though it's only 60 miles west of DC. They'll never get here in time on the Blue Ridge and thankfully I've got my CCW.
