PA appeals court strikes down Philadelphia gun ordinance

I know I am a bit naive on these things, but given the 1996 PA supreme court ruling to this effect, how is it that cities and municipalities can simply go on enacting legislation such as they are?

At what point will the buck stop? At some point, it seems our hierarchical system and rule-of-law just doesn't matter to the elected officials of municipalities.

I suppose this is not anything new, but it's frustrating none-the-less. Perhaps ultimately, it's to the people to remove them from office.

If the lower courts are reading the DCvsHeller case as only applying to federal laws, does that not in fact void all federal gun control laws? such as the 1968 GCA? I understand that it might not get rid of the 1934 NFA act, because thats a tax not a ban/restriction, but the other bans should now be on really shaky ground right?

This has nothing to do with Heller. In Pa. the state preempted all gun legislation(18 pa. C.S. 6120).
Here, in defiance of that state law, Phila. passed gun ordinances.
This court shot them down.
This is the second time that this has happened.
The "do nothing" NRA was a plaintiff.
