Carry in parks amendment passes!
Roll call here. Passed about half an hour ago, 279-147, with 105 Demo votes.

update: on a quick read, it appears that the House also voted for the bill as an entirity, and that it voted it out as an approval of the Senate version. So there will be no conference -- it goes right to the president's desk. And he wants the rest of the bill so bad it hurts ....

So what are the chances President Zero will veto the bill, given that it's about credit card issuers? Is carry in national parks enough of a poison pill that he'll kill it?
Presuming, of course, that it makes it to his desk intact.
The Bush Administration rule required among other things that:
The gun owner have a concealed carry license.
The gun owner carry a handgun concealed.
The state in which the park was located had to allow carry in state parks. (Not 100% sure about this).
The Brady Campaign sued and successfully blocked this in the federal courts.
Coburn's amendment says:
The Secretary of the Interior shall not promulgate or enforce any regulation that prohibits an individual from possessing a firearm including an assembled or functional firearm in any unit of the National Park System or the National Wildlife Refuge System if--
(1) the individual is not otherwise prohibited by law from possessing the firearm; and
(2) the possession of the firearm is in compliance with the law of the State in which the unit of the National Park System or the National Wildlife Refuge System is located.
Thus Arizonans without a license can now carry any firearm openly in their national parks and Texans can now carry rifles and shotguns openly in their national parks since those activities are in compliance with the law outside the Park.
Note that this may not apply to federal buildings such as Visitor Centers. There is a separate statute in place for "federal facilities". It is not clear to me how this new law will affect the existing statute.
Would a "unit" of the NPS or NWR include the buildings? I would think so, or we'll find out in short order.
This was the separate roll call vote on the Coburn NPS firearms amendment. The main bill passed 361-64. They will be combined and sent to the President as a single piece of legislation.
As promised, House leadership held separate votes on the main bill and the amendment, so RKBA legislators could vote "no" on the firearms amendment while still voting for the credit card bill. Even so, the amendment received a solid majority of the votes. But unlike in the Senate, the majority wouldn't have been veto-proof if the amendment had been a standalone bill.
Now the good news. According to the 4:21 pm article the Washington Post's website:
"This morning, White House Spokesman Robert Gibbs said Obama would sign the legislation even if the [firearms] amendment, introduced by Sen. Tom Coburn (R-Okla.), were included."
Does anyone know...does the amend. have an effective date. If o signs it when does it go into effect. I know the CC bill does not go into affect for about 18 months?

the second line of the second paragraph above should have said "...so *ANTI* RKBA legislators could vote "no"..." Duh... such a pinhead!
Once this amendment becomes law when the President signs the credit card bill, at least ridiculous situations like Northern Virginia commuters with Va. CCW permits becoming criminals just because they drive to work on the 4-lane George Washington Memorial Parkway (a National Park) will become a thing of the past.
SEC. 3. EFFECTIVE DATE.
This Act and the amendments made by this Act shall become effective 9 months after the date of enactment of this Act, except as otherwise specifically provided in this Act.
So about 9 months from now.
Looking at the roll call, it seems as though only two Republicans voted against it.
Naturally enough, one was our very own 10th District, Illinois representative Mark Kirk.
Kirk is manuevering to run for the US Senate against Roland Burris.
This vote should help, I suppose.
The rule change was enjoined because of the last of an Environmental Impact Study. Does this law negate that requirement?
WH Press Secretary Robert Gibbs stated that Obama would sign the bill, gun amendment or not.
I doubt that this amendment will over-ride prohibitions on arms in federal buildings.
But we shall see.
As Helmke said, get ready to stare down loaded AKs on nature hikes ... what a hysterical putz.
I've not seen the Brady Campaign this defeated in a long time ...

“This vote ignored the concerns of law enforcement officials responsible for safety in our national parks as well as the vast majority of park users who submitted comments in opposition to changing these rules.
“By attaching this language to an unrelated bill designed to protect credit card users, those pushing more guns in more places have insulated themselves from any possible chance of a veto by President Obama.
“When he signs this bill, however, we call on President Obama to re-affirm his long-standing concern about more guns being carried in more places, and promise the American people that he will be taking steps in the near future to help reduce the gun violence in this country that unnecessarily touches so many each year.

I want to throw up (the credit card bullshit) and cheer for joy (the carry amendment) at the same time. It feels wierd.
WI was one of the states that the rule didn't affect, but this law now protects us, as we will be able to carry openly in these areas!
Alabama's two Democrat Reps voted for the carry amendment. Rather have a southern Dem anyday than a northern Republican.

POTUS just signed it. NOW we need to amend another bill to make the NP carry active THIS SUMMER and not have to wait 9 MONTHS to be safe in NPs! My condolences to the Consitution and the concept of private property with the passage of the CC bill :( .
this roll call was for the amendment, not the bill right?? So this is a good indicater of 2a support?
