Misuse of background check databases in DE?

Story here. The background check system is supposed to be limited to licensed dealers checking out a potential sale, but the newspaper found that 10% of requests are from state troopers, not dealers.
The Four Horsemen of the "O-pocalypse"--Eric Holder, Ex-Gov. Janet Napolitano, Rahm Emmanuel, Charles Schumer--undoubtedly plan to legalize and legitimize the practice of abusing NICS for the sake of digging up otherwise less-readily accessible information about citizens.
