The bill being dead in the water in the Senate was confirmed to me by perhaps its primary driving force on the Democrat side at lunch today.
But he still saw this as a huge victory. The pressure from the House forced DC to act in an appropriate manner, and they know Congress will have no problems returning to the issue if DC begins tinkering again.
Sad.

The measure fails.
Just how does Congress legitimately go about violating the "exclusive legislation in all Cases whatsoever" clause of Article I, Section 8, Paragraph 17? Delegation violates exclusivity. Taken on it words, paragraph 17 states all laws passed by the DC Council are null and void since they were passed unconstitutionally. Only Congress may legislate in the District, even if Congress does want to do the job.
It's actually simple, to Democrats the US Constitution is a mere inconvenience, something to be gotten around.
If anyone thought that a SC ruling would stop people like Obama from banning your guns, and outlawing RTC, which Obama also opposes, then you need to think again.
The mask is off, the pretense that it's a crime issue, has been blown to bits by courageous people like Marion Hammer in Florida, with actual facts. They want your guns period, you fill in the blanks and connect the dots.
"...[T]o protect and defend the constitution of the united States of America."
What part of that oath BEFORE GOD and man do they fail to understand? Apparently, all of it. Or more likely, they understand it quite well and just don't care.
You are correct the democrats, and most republicans, have no concept of God or Christ. The democrats proved this at their convention with the Mt Olympus theme and Obama's "the one" statements. The republicans prove it through their continued lies to the people. And others prove their lack through their greed.
Dominus providebit!
Unfortunate but not unexpected. Instigated by "the usual suspects".
