Va Tech's response "very successful?"

Lila Rajiva has a commentary on the Va Tech after-action review that found the university had a "very effective and a very successful response." I'd hate to see an "unsuccessful" response, by that standard.

A lot can happen between the time you call 911 and the police arrive (if they arrive). Nine minutes was all it took Cho to kill 32.
Too intellectually poor to paint the truth, but not to proud to whitewash.
I'm assuming "successful" means they arrived at the correct place and in time to chalk the bodies?
