More on Guliani and guns
Here. Don't think he quite gets it that the constitution right isn't about duck hunting.

Giuliani's legal education appears to be wanting. "A state cannot impose a license, tax or fee on a
constitutionally protected right. Murdock vs. Pennsylvania 319 US 105 (1942)."
Just like a driver's license, eh? OK, when somebody like him proposes that there be a simple, entirely objective, written test, offered in every language spoken in the vicinity, and that absolutely anyone who passes that test can then purchase, possess, transport and carry (openly or concealed) any sort of firearm, in every city and state in the country, maybe then I'll start taking them seriously. Until then, Norman Schwartzkopf's comments about "bovine scatology" come to mind.
Sigh. Cars and driver's licenses are the wrong comparison. VOTING is the correct comparison. How'dja like to pass a voting written and road test? Show definitive ID @ the polls? Pass NICs on the way into the voting booth? Sign an affidavit of eligibility to vote under penalty of perjury?
Also,
I pulled out some ancient (2000) video of Rudy asserting a (false) correlation between the # of guns in society, and the murder rates. (http://geekwitha45.blogspot.com/2007_02_01_geekwitha45_archive.html#117130449323656393)
I agree with Geekwitha.45 that voting is the correct analogy. The thing is, though, I support showing definitive ID at the polls and I would support requiring a voter to sign an affidavit of eligibility under penalty of perjury.
Heck, I would even support a written test to prove competency.
One thing I always thought would be interesting is to allege that the fee for a CCW is akin to a poll tax. If it’s illegal to require people t pay to exercise their right to vote, why is it legal to require payment of a fee to exercise their right to bear arms? I would start with a state where there is a clear constitutional right in the state constitution, where carrying openly is illegal and you have to pay to get a permit. Having a gun-friendly legislature would be a plus. Florida comes to mind.

N.Y. Mayor Supports Licensing System for Gun Owners
New York City Mayor Rudolph Giuliani, who is campaigning for U.S. Senate, said he
supports a licensing system for firearms owners, the Associated Press reported March
20.
According to Giuliani, gun owners should be required to obtain licenses, similar to those
required by motorists. He said those who want to own a gun should “have to pass a
written exam that shows they know how to use the gun, that they’re intelligent enough and
responsible enough to handle a gun.”
Giuliani said his proposal would cover all dangerous weapons. His opponent in the
Senate race, first lady Hillary Rodman Clinton, has proposed a licensing system for all
handgun purchases.
