Ohio pre-emption

The Columbus Dispatch has a story on the legislature's pre-emption of firearm laws and other local measures. Most of which sound like they needed to be pre-empted, IMHO.
"Hanbury v. Commonwealth, 203 Va. 182, 186, Citing 168 Ohio State at 389-90, 154 N.E.2d at 919: " If by ordinance a municipality can make the felony of carrying concealed weapons in the city a misdemeanor, what is there to prevent it from treating armed robbery, arson, rape, burglary, grand larceny or even murder in the same way, and finally dispose of such offenses in the Municipal Court."
Isn't home rule in regards to criminal law a violation of the equal protection of the laws?
