I need more time for research, but I suspect that what died was House Amendment 425. It only restricted DC spending for gun prosecutions but didn't roll back any laws.

BATF... Isn't this the same agency that thought that the way to attack a flammable "meth lab" located in a building filled with abused women and children was to throw flash-bang grenades into the windows... of the Davidian compound at Waco?

BATF... And flammable CS gas which we by convention are prevented from using on enemy combatants but they are perfectly ok with hosing down Christian women and children. The attorney General at the time "wasn't aware" of that fact. yeah, that BATF. Highly professional.
