Arizona gun education bill

The governor of Arizona has signed into law SB 1271, which permits schools to establish a elective one-semester course in firearms markmanship and safety, which includes instruction in the history of the right to arms. I'm told Alan Corwin played a major role in pushing the bill

SENATE BILL 1271
--------------------------

AN ACT

AMENDING TITLE 15, CHAPTER 7, ARTICLE 1, ARIZONA REVISED STATUTES, BY
ADDING SECTION 15-714.01; RELATING TO SCHOOL CURRICULUM.

(TEXT OF BILL BEGINS ON NEXT PAGE)

Be it enacted by the Legislature of the State of Arizona:

Section 1. Title 15, chapter 7, article 1, Arizona Revised Statutes,
is amended by adding section 15-714.01, to read:

15-714.01. Arizona gun safety program course

A. IN ADDITION TO THE VOLUNTARY TRAINING IN THE USE OF BOWS AND
FIREARMS PRESCRIBED IN SECTIONS 15-713 AND 15-714, EACH SCHOOL
DISTRICT AND CHARTER SCHOOL MAY OFFER AS AN ELECTIVE COURSE A
ONE-SEMESTER COURSE IN FIREARM MARKSMANSHIP THAT SHALL BE DESIGNATED
AS THE ARIZONA GUN SAFETY PROGRAM COURSE.

B. A PUPIL SHALL BE DEEMED TO HAVE SATISFACTORILY COMPLETED THE
ARIZONA GUN SAFETY PROGRAM COURSE BY DEMONSTRATING THAT THE PUPIL HAS
THE ABILITY TO SAFELY DISCHARGE A FIREARM.

C. THE COURSE OF INSTRUCTION PRESCRIBED IN THIS SECTION SHALL BE
JOINTLY DEVELOPED BY THE ARIZONA GAME AND FISH COMMISSION, THE
DEPARTMENT OF PUBLIC SAFETY AND PRIVATE FIREARMS ORGANIZATIONS AND
MAY INCLUDE MATERIALS PROVIDED BY PRIVATE YOUTH ORGANIZATIONS. AT A
MINIMUM, THE ARIZONA GUN SAFETY PROGRAM COURSE SHALL INCLUDE:

1. INSTRUCTION ON THE RULES OF GUN SAFETY.

2. INSTRUCTION ON THE BASIC OPERATION OF FIREARMS.

3. INSTRUCTION ON THE HISTORY OF FIREARMS AND MARKSMANSHIP.

4. INSTRUCTION ON THE ROLE OF FIREARMS IN PRESERVING PEACE AND FREEDOM.

5. INSTRUCTION ON THE CONSTITUTIONAL ROOTS OF THE RIGHT TO KEEP AND BEAR ARMS.

6. INSTRUCTION ON THE USE OF CLAY TARGETS.

7. PRACTICE TIME AT A SHOOTING RANGE.

8. DEMONSTRATION OF COMPETENCE WITH A FIREARM.

D. SCHOOL DISTRICTS AND CHARTER SCHOOLS SHALL ARRANGE FOR ADEQUATE
USE OF SHOOTING RANGE TIME BY PUPILS IN THE ARIZONA GUN SAFETY
PROGRAM COURSE AT ANY ESTABLISHED SHOOTING RANGE.

E. PUPILS WHO SATISFACTORILY COMPLETE THE ARIZONA GUN SAFETY PROGRAM
COURSE SHALL RECEIVE A CERTIFICATE OF ACCOMPLISHMENT.

F. INSTRUCTORS SHALL BE CERTIFIED BY THE ARIZONA GAME AND FISH DEPARTMENT.

G. NOTHING IN THIS SECTION SHALL BE CONSTRUED TO LIMIT OR EXPAND THE
LIABILITY OF ANY PERSON UNDER OTHER PROVISIONS OF LAW.

Who would I contact to show a software program I have designed for carrying a concealed firearm in the state of Az. It is set up as a game, has (10) levels and a total of (103) questions. A great learning tool.

I have a question need help C SEC 8 DEMONSTRATION OF COMPETENCE WITH A FIREARM.
So is this a 22 cal above or could airguns pellet or bb. I ask this because city of Phx says anything that fires a projectial is a firearm. And is this program really trying to educate how to handle the firearm. Why would it be only 22 cal and above. Most schools in Phx may not want to do this program because of cost. If the kids do range time they would need a bus 16 hours and 2 day for range orientation. Now you need to pay bus driver and bus driver assistant. say 2 or 3 days pay now findout alot of schools us a contract company. This will not work I have seen contract company leave the kids at a football game and never come back. I'm for the program and I will even teach the program but knowing the schools as I do BUDGET cutbacks have made programs get cut out of the schools. Plus with the poor schools the money is not their. Please give me some advice can they or can't use the airguns for this class and pass useing them. I know a group thats going to open a indoor range for kids this is place they can come and shoot their airsoft and air guns pellet only. I believe to having the class open this way the class would be opening their eyes and educating the kids the way we need them to be.

Since the classes will be optional, some of the costs could be paid by parents of kids who elect to participate. I'd wager that firearms enthusiasts and gun rights groups will also come forward to volunteer their services and facilities gratis. The military would love to take in new recruits who already know which end of a gun to point.

My 12 year old son got a air pistal from a 16 year old neighbor without my permission and had a gun fight with some friends. The other parents called the police and my son was the only one that has had charges placed on him. The charges are a simple assult but how can we protect our kids from other kids and the laws of this state (Arizona)? Can the police charge him? Thank you for any advice.
