Story here. This is a real bombshell. Also, the likelihood that FBI and DEA knew the "rip crew" was out raiding that night, and didn't bother to tell Border Patrol.

I heard a theory about that somewhere.....
The only explanation is that Manuel Osorio-Arellandes and the others were on the government dime at the time of the shooting. This came out at trial and they don't want it public.
