Arizona AG rules Tucson city regs are illegal
Tucson passed two gun ordinances, requiring that lost or stolen guns be reported, and mandating a breathalyzer test for anyone who caused a negligent discharge. Arizona's Attorney General just ruled both violated the pre-emption statutes.
Can a State AG "rule" anything? They just offer legal opinions when presented with questions by legislators, right?

In some states, an AG opinion has the force of law until/unless overruled by legislation or the courts.
