Delay or impediment to gun permit issuance may violate due process
So says the Second Circuit, as noted by Eugene Volokh.
Amazing how this legal field has turned around in a year or two....

How would it relate to the delay or impediment to issuing a municipal license for an FFL?

Isn't an FFL a "Federal Firearms License"?
Does the city or county or state issue a firearms license, or are firearms sellers treated the same as any other business? Is there a zoning problem?
Regardless of what is seen on TV, the firearms laws vary from state to state, county to county, and city to city.
The question you ask is vague, and at best you will get a vague response, like this one.

Too bad NJ isn't in the second district. That state has *institutionalized* the sort of foot dragging and obstructionism in FID (permit to *purchase*, not carry firearms) issuance that ruling slapped down.
