Sacramento residents shaking in their boots

Andy:

That doesn't make all the residents criminal :)

Well, this is a very dangerous situation! If that can happen in Sacramento, my God, it could happen anywhere in CA! Oh, the horror!

One trusts that he's been careful to issue only to residents of his county.

A previous sheriff didn't (significant contributions to his reelection campaign being sufficient justification...until he got caught issuing to residents of other counties), and got his hand slapped.
