Software piracy ... by a government agency?

This is much more than "software piracy." SP is the use of software, such as Word or PhotoShop, without paying for it. This is grand theft on the scale of industrial espionage. The cynicism and arrogance is staggering. I do so want to read that someone has paid a large penalty for this. Don't think I will hold my breath, though.
