In Great Britain. Actually, the description -- plastic gun and pellets -- sounds more like the deadly AirSoft guns.

I know they were trying to ban long, pointy knives (true). Did they ever succeed?

Not sure, last I heard Scotland was trying to ban glassware in pubs. No, seriously they were.
